How do I translate 'El baile' into English?

Whoops, sorry. "baile" is the third-person singular present subjunctive form of "bailer". You only use this as a command if you are using usted, which is a respective form of tú.

"Baile usted, por favor" = "(You) please dance."
"No baile usted, por favor" = "(You) please don't dance."

If you use only an article (el baile) it refers to "the dance". If you want to use the affirmative command form using tú, you use the third-person singular indicative form of bailar and say "Baile (tú)". To use the negative command you use the second-person singular subjunctive form of bailar and say "No bailes (tú)".

If 'él baile' means 'he dances', then what is the difference to 'él baila'?

Another mistake, sorry. I meant to say "Baila (tú)" for the affirmative command using tú.
